RULES OF ADMISSION PROCEDURE FOR THE THIRD DEGREE STUDIES AT THE SCHOOL OF ECONOMICS AND MANAGEMNET IN PUBLIC ADMINISTRATION IN BRATISLAVA FOR THE ACADEMIC YEAR  2020/2021

Following the opinion of the Accreditation Commission, from the academic year 2020/2021 the School of Economics and Management in Public Administration in Bratislava is entitled to award an academic degree Philosophiae doctor “PhD” to graduates of full-time and part-time studies in doctoral study programs Management of Small and Medium Entrepreneurship and Public Administration in the field of study Economics and Management.

CONDITIONS FOR ADMISSION TO STUDY

1.    The School of Economics and Management in Public Administration in Bratislava accepts applicants based on the admission procedure.

2.    The basic condition for admission is:

- successful completion of the 2nd degree of studies (Master's or Engineering) in the field of study economics and management or in a related field and
- knowledge of English.

3.    An applicant applies in writing for one of the listed dissertation topics, which can be applied for within the admission procedure.

4.    The entrance examination shall be held in front of the admissions committee, which is appointed by the Rector of VŠEMvs on the proposal of the chairman of the trade union commission.

5.    The entrance examination in the accredited study programs of the third degree studies at VŠEMvs in Bratislava is performed in a combined form and consists of:

·         a professional part related to the study program of the third degree studies and the selected dissertation topic that the applicant applies for in writing, in which he prepares a framework project on the dissertation topic in the form of theses, in the range of 10 A4 pages with approximately 20,000 characters in the state language or in English;

·         English for evaluating the applicant's ability to communicate in a foreign language;

·         considering the fulfillment of other conditions for admission determined by the school, including a covering letter focusing on the perspectivity of doctoral studies for the applicant (in the form of assessing the prerequisites and abilities for independent creative activity in the field of science, or the applicantʾs talent),

·         possible participation in scientific research activities in the form of participation in solving a research project, publishing in a scientific/professional journal, or in a peer-reviewed conference proceedings, ŠVOČ or evidence of passing the relevant state language exam that the candidate proves.

6.    The Admissions Committee shall rank the candidates based on:

·         study results in the second degree studies after submitting officially certified copies of the second degree university diploma, diploma supplement and state examination certificate;

·         the scope and quality of professional publishing activities so far and

·         personal interview.

7.    Based on the results of the entrance examination, the Rector shall decide on the admission of the applicant to a particular dissertation topic, indicating the name of the supervisor. The ranking of accepted students shall be determined based on the results of the entrance examination.

8.    The conditions for admission are the same for foreign applicants as for Slovak students. Applicants from abroad or applicants who have completed the second degree of university studies at a foreign university shall submit a decision on recognition of the document on education for academic purposes.

9.    If an applicant from abroad or an applicant who has completed the second degree of university studies at a foreign university does not have a recognized document on his studies from another university in the Slovak Republic, the applicant in writing shall ask the study department of VŠEMvs in Bratislava for recognition in good time, pursuant to Act No. 422/2015 on recognition of documents on education to continue the studies. The application shall be accompanied by:
- certified photocopies of documents on education issued by a foreign university (diploma) and an official translation of that document made by a translator registered in the list of experts, interpreters and translators (hereinafter only the "list") of the Ministry of Justice of the Slovak Republic;  
- a certified photocopy of the transcript of the completed subjects and conducted examinations and an official translation of that transcript made by a translator registered in the list;
- a certified photocopy of the diploma supplement (if a foreign university issues it) and an official translation of that supplement made by a translator registered in the list; recommendation of the Centre for Recognition of Education Documents of Ministry of Education, Science, Research and Sport of the SR.
- The decision on recognition of the document on education will be issued by VŠEMvs after assessing the application.
- The decision will be issued automatically by VŠEMvs after submitting the above-mentioned documents in the case of studies at foreign universities with which the Slovak Republic has concluded a bilateral agreement for academic purposes. 

10. IN AN APPLICATION FOR DOCTORAL STUDIES, AN APPLICANT SHALL INDICATE:

·         name and surname, date and place of birth, home address,

·         a chosen study program and chosen dissertation topic,

·         a chosen form of doctoral studies (full-time/part-time).

11. An applicant shall attach to an application:

·         a CV (in Slovak or English),

·         officially certified copies of higher education documents; graduates of VŠEMvs are entitled to submit an uncertified photocopy of the university diploma,

·         a list of his/her published articles or a list of results of other professional or scientific activities, or reviews on these works and activities.

12. The application must be accompanied by the original proof of payment of the fee of 50 Euros, which can be paid only by bank transfer (not by postal order).

13. An applicant can submit only one application for the study field Economics and Management and indicate one form of studies in it (full-time or part-time).

14. The Rector of VŠEMvs shall decide on admission or non-admission of applicants on the basis of the recommendation of the admissions committee and rules approved by the Academic Senate of VŠEMvs.

15. The decision on the result of the admission procedure will be sent to applicants within 30 days. It contains a statement, reasoning and instructions on the possibility of requesting a review of the decision.

16. An applicant who has received a decision on admission is obliged to enroll according to the instructions received in writing together with the decision on admission to studies. Pursuant to Act No. 131/2002 Coll. on Higher Education as amended § 59 sec. 3, schools of higher education have the right to inquire the information from admitted applicants whether they will enroll to study. If an applicant does not provide such information within the required time, his/her right to enroll in the studies expires.

17. The school of higher education is responsible for the accuracy of data and their protection. An applicantʾs personal data may be used only for the purposes of the admission procedure and may not be provided for other purposes.
